The policy requires approval by the support services division commander or designee for an outside agency to have access to the license plate reader data. Outside agencies also must provide signed assurances that data would not be used for immigration enforcement and notifications must be made to the city commission of data sharing relationships, according to the chief.
“The investigation concluded that the former division commander of the support services division failed to implement the safeguards he helped develop and present in the surveillance impact report. As a result of this failure, the commander will no longer serve in the Dayton Police Department,” Afzal said.
